The Aurora Pacific Economic Zone and Freeport Authority (APECO) is set to reopen its tourism properties in Casiguran, Aurora next month. This marks a significant step in the agency’s transformation, highlighting its commitment to fostering inclusive growth along the Dinalungan-Casiguran-Dilasag (DiCaDi) corridor. With the completion of a major rehabilitation project, the properties are expected to play a vital role in driving both tourism and economic development in the region.
The properties being reopened include the APECO Residences, Executive Villas, and Executive Kubo, each offering a distinct accommodation experience for visitors. The APECO Residencesconsists of a 20-room hotel, designed for comfort and convenience. The Executive Villas, which are seven spacious two-bedroom villas, offer an exclusive and luxurious retreat. In addition, the Executive Kubo is a three-bedroom nipa hut that provides a serene experience, overlooking the breathtaking Sierra Madre mountain range and the picturesque Casiguran Cove.
These newly renovated facilities are part of an ambitious P44-million rehabilitation project that aims to generate sustainable revenue for APECO. The project is projected to cover the agency’s annual personnel services budget of P57 million within three to five years if the properties reach full occupancy. This sustainable income stream will not only support the ongoing operations of APECO but will also help fund future initiatives and contribute to the country’s national coffers.
The rehabilitation of these tourism properties is a testament to APECO’s mission to foster growth that benefits both local communities and the broader region. According to APECO’s President and CEO, Atty. Gil G. Taway IV, this initiative aims to not only attract visitors but also create economic opportunities for local residents. The opening of these properties is poised to strengthen Aurora’s standing as a prominent tourism destination in the Pacific corridor, as well as align with the national efforts to revitalize tourism across the Philippines.
This project reflects the broader vision of President Ferdinand R. Marcos Jr., who has long been a proponent of boosting the tourism sector as a driver of economic growth. In his visit to Baler on September 1, Marcos emphasized the importance of tourism in revitalizing local economies, especially for workers affected by calamities under the “Bukas na May Pag-asa Para sa Turismo” (BBMT) program.
The extensive rehabilitation of these properties includes several new features aimed at enhancing the visitor experience. Three new control points have been established, and additional villas have been constructed to increase accommodation capacity. In addition to these structural upgrades, the landscaping work has integrated green spaces, native plants, and walkways designed to showcase the natural beauty of Aurora, further enhancing the overall aesthetic appeal of the properties.
As part of the redevelopment, APECO’s airstrip has been expanded to accommodate chartered flights through one-time permits. The agency is also working towards securing a Permit to Operate (PTO) by the end of the year, which would allow for the arrival of commercial flights. This expansion of air travel access is expected to significantly increase the ease with which tourists can visit Aurora, further boosting the region’s appeal as a tourist destination.
For those eager to book a stay, early reservations are already open on the official APECO website at apeco.gov.ph/hotel-and-villas. This gives visitors the chance to secure their accommodations before the official reopening, ensuring a smooth and convenient experience for those planning to explore the newly refurbished facilities.
The reopening of these tourism properties is expected to provide a ripple effect of benefits across Northern Aurora. As more visitors flock to the region, local businesses will experience a surge in demand for food, goods, and transport services, boosting the local economy. Additionally, strengthened partnerships between APECO and the host towns of the DiCaDi corridor will create more opportunities for collaboration and shared growth.
Tourism promotion efforts are also expected to gain momentum, with greater visibility being given to the region’s natural attractions, such as Casapsapan Beach, Dialang Falls, Ontok Lighthouse, and the historic Ermita Church in Casiguran, which has stood for over 400 years. These natural and cultural treasures will play a key role in making Aurora a must-visit destination for tourists seeking both relaxation and adventure.
APECO’s vision for the future extends beyond the rehabilitation of the tourism properties. Last month, the agency began work on transforming the JPEC Buildings into the APECO Legacy Villas, further expanding accommodation options in the ecozone. This project is being funded with P20 million in savings from APECO’s 2024 budget, underscoring the agency’s commitment to enhancing its infrastructure and services.
This expansion is part of a larger, long-term plan to position the Dinalungan-Casiguran-Dilasag corridor as a gateway destination for both local and international travelers. With its pristine natural environment and developing tourism infrastructure, Aurora is poised to become a key player in the Philippines’ tourism industry. By tapping into the region’s natural beauty and fostering sustainable economic practices, APECO aims to create a model for growth that benefits both the local communities and the broader national economy.
The reopening of APECO’s tourism properties in Casiguran marks the beginning of a new era for the region, one defined by sustainable growth, economic opportunity, and a deeper appreciation for the natural beauty of Aurora. As more visitors are drawn to the area, local businesses and communities stand to benefit, ensuring that this initiative will have lasting positive effects. With continued investments in infrastructure and the development of tourism assets, Aurora is well on its way to becoming a key destination in the Pacific corridor.
